60% AIR POLLUTION IN KOLKATA MEGA CITY IS CAUSED BY AUTOMOBILES ONLY.
WHAT WILL BE THE ACTION PLAN FOR " CITY OF JOY " !
1. Old commercial vehicle beyond the age bar 15 years to be banned as per Honorable SUPREME COURT and HIGH COURT ORDER. The old vehicle to be discarded and replaced against the new one.
2. For new vehicle registration, BHARAT STAGE -IV NORMS to be followed w.e.f 1st April 2010. But not yet done for commercial vehicles in KMA.
3.For IN-USE/SERVICE/ON ROAD VEHICLES,"INSPECTION AND MAINTENANCE "to be followed and all AUTO EMISSION TESTING CENTERS ( A E T C ) should be converted to I & M center.
4.Driving cycle and Driving condition should be suitable for meeting the vehicular average speed range
40 KMPH to 50 KMPH on the city roads for petrol & diesel vehicle to achieve almost COMPLETE COMBUSTION of fuel.
5.Vehicular density Viz-a - Viz availability of motor-able road space should be matched.
6.Frequent Gear,Clutch & Brake operation causes UNBURNT / PARTLY BURNT FUEL SMOKE EMISSION- resulting less mileage. Manufacturer's Recommendation on KMPL ratio is not valid in city road congestion INTELLIGENT TRAFFIC MANAGEMENT IS NEEDED.
7.On vehicular Noise , proper monitoring is needed to control EXCESSIVE EXHAUST. SOUND AND HIGH PITCH HONKING.
8.Over Loading of commercial vehicle should be stopped to control NOISE & AIR pollution levels.
9.Concrete Road is to be developed instead of Asphalt- Bitumen Pitch Road.to reduce ROAD - TYRES friction.
10.Both CLEAN and CLEAN-UP technologies to be adopted for EMISSION CONTROL jobs.
11.Instead of fossil fuel, ALTERNATIVE ENERGY to be implemented for almost ZERO EMISSION.
12. CNG /BIO DIESEL based MAS TRANSPORT SYSTEM ,metro rail,pool car services to be implemented and use of individual cars with one or two passengers to be discouraged on the ground of CARBON FOOT PRINTS.
13.IDENTIFY THE KILLER VEHICLE... THE MAIN CULPRIT FOR DAMAGING THE CITIZEN'S LUNG,HEART,KIDNEY AND BREAKING DOWN OUR BODY'S TOTAL NERVOUS SYSTEM.
14.POISONOUS POLLUTANTS ARE CO(carbon mono-oxide),HC (hydro carbon ),
NOx (nitrogen oxides), SO2(sulpher di oxide ),BENZYNE,AEROSOL etc-------- causing unwanted health hazard and killing us silently. SO, ROLE OF A E T C IS VERY VITAL.
